If one of my typical allies (like bias, pear or spence) and says my usage of "governing" was inappropriate in this context, I'll accept their judgement and move on with it. However, I will say that the usage was not a "mistake". Obama has made several governing decisions already in transition, because it is a transition to power after all, and those decisions have been the subject of some debate (and not without controversy).
