The line is "No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of this Constitution, shall be eligible to the Office of President." I don't think it matters where he was born, only that he was a US citizen when the doctor slapped his little pink ass.  I'm assuming that children of US troops are US citizens even if born on a forgien base.
