on a related note, i think the u.s. needs to move from a "jus soli" model of citizenship to a "jus sanguinis" model---i see absolutely no sense in granting citizenship to the children of illegal immigrants simply because they happened to be born within u.s. soil.
u.s. citizenship should be based on either naturalization, or because _both_ parents of a child are u.s. citizens at the time of the child's birth. intermediate cases (one parent a citizen, and the other not) can be decided by statute and subject to change, but the basic requirement should not be based on geographical vagaries.
