The federal govt can let contracts to producers based on a formula of the value provided to the American people.

It should be based on market value, not the undefinable "value to the American people", which government formulas will tend to diminish. There's a huge problem with this formulation (as with most libertarian ideas) which is that none of this works until you take money out of politics with public financing of campaigns or some equivalent. But its a fun exercise.
