Our involvement in the NATO bombing did not, but not too many people associate that with the Lewinsky scandal, so your claims about how the public perceives it is off track.
The only foreign policy action that people might associate with the Lewinsky scandal is the bombing of Afghanistan and Sudan in 1998.
