The question is weak. 60 vs 4 and the only context is whether it was intended or not? Without telling me what was gained by sacrificing those 60 civilians, have to assume nothing was gained. I have to assume they died during a show of force or something.

These are not easy issues and until we define exactly what the goals are, there is no contextual basis for our analysis.

That's why I find Afghanistan so frustrating. Without a clear goal, we can't measure our success. I have to assume that the whole thing is a massive failure.
