Why is it that some people think that consensual "Statutory Rape" is the same as violent rape?

Make  the punishment for underage sex from 1 to 6 years (where I live 16 is legal) .  Punishment for rape should be 8 to 25 years (Canada is too lenient in this regard).

Pre-puberty or those with no knowledge about sex (ie cant explain who they like sexually) will automatically be considered rape.

Should children 12 and under apply to the definition of "pre-puberty?"

its the word rape (none / 0)

 People don't understand in the context it does not mean actual rape. Don't think rape when you hear Statutory Rape, think adult sex with a minor.

 This could be 18-19 years old person with a 15 year old.
