Statutory rape isn't merely a technicallity when a woman is the perpetrator. The law is there because of the amount of power an adult can have over a child in that situation. If you consider how messed up an adult guy can sometimes be over a woman then you have to multiply that by incredible amounts when it's a child. Looking back on my early relationships with girls, even non sexual  ones with girls of my age, I often wonder what I was thinking and why I'd let them do x, y, or z to me. If they had been grown women and the relationship was sexual, I wouldn't have stood a chance eith them.
