What you need to understand is that 47 decibels is not loud! Its twice as loud as a refrigerator's hum. 

 I think the neighbor just needs to get laid. Get laid well. Go ahead give her my number, I'll take one for the team..

47 decibles is alot at 3am (none / 0)
47 decibels is about as loud as a washing maching in the next room, its also about 1/2 as loud as normal conversation which is quite louder than a loud whisper. At 3 am and constantly going at it, I would even get annoyed at it after the initial intrigue. Also keep in mind that at night there is hardly ANY ambient noise to drown out everything, noise carries much further and much more clearly.

A cat is also about 45ish decibles, would you be ok with listening to this at 3 am?!

using a computer to depict 47db is silly, your volume control will be set differently than mine. You can always get a fan or sound proof your house. If the city runs a bus/train in a distance can you ban these? What if you work the night shift, can you stop people from making noise? I can understand if you had bylaws that force people to get sound-proofing. But the question is asking if you can ban someone from having sex. Thats just wrong!
