That is a joke, right? It's ok to be gay abroad? And how many civil servants will this bill benefit? I don't think there are many openly gay employees there... at least not for long after their coming out. Why isn't there don't-ask-don't-tell...

What about the vast majority of gays who are not civil servants? I'm not a lawyer but it also does not sound enforceable.
