The problem with copyright laws that let the government search your computer or internet use is that there's a fundamental schizm between privacy and enforcing the law. As things are, many people in the western world become highly uncomfortable at the thought of anyone being able to figure out what books you buy, what porn sites your frequent, and how many slightly-too-personal emails you send.
Then there's the issue of government espionage on political or financial competitors. That's a bigger problem, I suppose.
On the other hand, it does happen to be illegal to download pirated stuff. Question is... If we want to retain our right to privacy, what do we expect the government to do about it?
Personally, I would be in favour of legalizing personal use of now-illegally downloaded information (given no other legal limits). The state doesn't have to deal with it, then, and the record companies, movie producers, and game developers can just impose more security measures.
