1980 = 7.1% (Carter's last full year in office)
1981 = 7.6% (Reagan's first year in office)
1982 = 9.7% (Reagan's first full year in office)
1983 = 9.6% (Regan's last full year in office 1st term)
1985 = 7.2% (Reagan's first full year in office 2nd term)
1988 = 5.5% (Reagan's last full year)
1992 = 7.5% (Bush41's last full year in ofice)
1993 = 6.9% (Clinton's first year in office)
1994 = 6.1% (Clinton's first full year in office)
2000 = 4.0% (Clinton's last full year in office)

Carter left Reagan a 7.1% unemployment rate. Reagan drove that rate up to 9.6% in his first term before bringing it down to 5.5% in time to hand off to Bush(41). Bush(41) ran it back up to 7.5% before handing it off to Clinton. Clinton brought it back down to 4.0% before handing it off to Bush(43) - who of course like any good Republican ran it right back up to where it is today.
