If the gov had any idea about it and wanted to use 911 for Iraq, or planned it for Iraq then they forgot one thing, they forgot to actuall link it to Iraq.
Cheney had to bust his nuts with shitty links for over a year to reach his goal and it still wasnt certain he would get there.
