It's so much harder when you actually have to deal with a budget that doesn't allow you to hand out checks, rather than collect taxes like everyone else.

I still cant figure out what "tough choices" she was alluding too during the campaign when it came to her governance of Alaska. Sending the checks in a nice Hallmark gift card?
