But you shouldn't be ashamed of your mistake.  A lot of people get the word problems wrong.

$138 billion over ten years.

$2.5 trillion per year for 10 years is $25 trillion.

$138 billion / $25 trillion = ...?

I leave the calculation as an exercise for the student.
