I assumed that was Axe Cop.  I don't read that book, but I saw a cop holding an axe and my brain made the jump for me.

I guess it's Rick Grimes, but he hasn't looked like that in a long while, hence, the confusion.  (Though I guess the black and white would have been a clue if I wasn't stupid.)
