Filibuster rules (none / 0)

I heard Cenk debating the filibuster rules..you don't need 40 votes to stop anything. It doesn't matter how many people vote no.

It on'y matters who votes yes. Since Johnson is out, there are only 99 senators anyway. That means they need 60 votes for cloture without him.

 You can have 59 yes's and 1 no vote and the rest just sitting there watching, and you can't pass cloture.
