Common sense says get get rid of the universal health care system that borders on lack of funding or get rid of the fat immigrants. There is only so much money to go around. If she comes in and starts living off their system, then there is less money for citizens.

Keeping her out would be a no brainer just as smokers and alcoholics, and people with diseases should be kept out (we do that here unless you're an illegal alien who demands amnesty but has disease.)
