The Mispuka was an "enterprise" as that term is used in Title 18, United States Code, Section 1961(4), that is, it constituted a group of individuals "associate[d]-in-fact, " which enterprise was engaged in and the activities of which affected interstate and foreign commerce. In order to carry out its criminal activities, the Mispuka maintained a structure and chain of command[*Note: Positions of power and ownership are always in flux. The criminal activities of the Mispuka were carried out in part by sub-groups, which were generally given territories in different geographic locations in the United States. These sub-groups were known by their geographic areas, and included the New York City/New Jersey sub-group, the Washington, D.C. sub-group, Virginia sub-group, Arkansas sub-group, Maryland sub-group, Massachusetts sub-group, Florida sub-group, Colorado sub-group, Illinois sub-group, Texas sub-group and California sub-group. Each sub-group was run by a sub-group leader(s), also known as Chief Executive Officer, Chairman of the Board, President(s) and/or management team(s) which is referred to hereafter as "the CEO."
