He was talking about income tax cuts again and bragging about how he lowered income taxes and about how important it was too make the tax breaks permanent. (notice that he never talks about his excessive spending, just about taxes, as though one has nothing to do with the other, which makes his credibility equal to a steaming pile of horse dung).

"Other's have said that they'd be personally happy to pay higher taxes. I welcome their enthusiasm. I'm pleased to report that the IRS accepts both checks and money orders."
Har! Har! Har! Ho! Ho! Ho!

It's the middle video in the fourth row titled "Bush remarks on economy". The relevant part is right around the 2:00 minute mark.
Note his facial expressions, gestures and mannerisms as he says these words.
Who are the people he is addressing in this part of his speech? It's those people who are willing to sacrifice to keep the economy viable and to address the overwhelming burden of debt that he has expanded so carelessly and cavalierly in the past 7 years. He's addressing the same kind of people who Jack Kennedy was speaking to when he famously said, "Ask not what your country can do for you, ask what you can do for your country".
We all know that we are bogged down in an incredibly expensive war/occupation which was entirely avoidable and unnecessary, conceived by his administration and sold to the public on ourtright lies and misinformation. This war has contributed another 600 billion dollars to our debt and will certainly exceed 1 trillion before it's over, possibly more. We hang on the precipice of a recession brought about by a crisis of overextended borrowing by consumers and guaranteed by a relentless and irreversible upward trend in energy prices. Our period of growth is most likely over with.
Many, (probably most) Americans are utterly cynical about taxes now. They've seen their money so badly mishandled and poorly monitored that they don't trust anyone anymore. But some percent of Americans are stilled prepared to help, hoping, wishing that someone will reverse the trend and pull us out of the destructive path we seem to determined to follow. No matter how much it hurts or how much sacrifice it requires they'd want to try to help. Their message is: Do something! We will sacrifice if we have to.
What's Bush's answer to their offer?
