I had a feeling that finally he actually wasn't conflicted anymore; that once he made the decision, he realized that it was only politics getting in the way of doing the right thing, but once he made up his mind, he probably felt a huge weight lift from his shoulders. Maybe his career is nearly over too.
Compare to Bush in his final days, who is frantically making decisions involving the environment and giving gifts to industry by weakening regulations EVEN MORE. He KNOWS he won't have a career in politics anymore, but instead of doing the right thing, he is doing the same cronyist shit he's always done, but worse. He could be passing good laws instead.
If there is a heaven and hell, you can bet the mayor will be taking the elevator, and Bush the steps to darkness where he belongs.
