Health Resources and Services Administration -13%
Federal Emergency Management Agency -14%
International Disaster and Famine Assistance -15%
Housing for the Elderly -23%
Community Development Fund -28%
Safe and Drug Free Schools Programs -38%


Keep in mind this budget was to be passed in October 2008, 3 months before Bush is due to leave office, look how he's gouged presidential funds to leave Obama high and dry:

Executive Office of the President -12%
Unanticipated Needs -54%

52 days of sabotage to go, I wish we could get this jerk out of office now.  It's only going to get more heinous and brazen until Inauguration Day.
