False Flag 9/11 doesn't add up...

For a couple of years now I have been vaguely following the conspiracy theories about 9/11. I’m sure there are people on this website who think that the US Government didn’t tell the (whole) truth about what happened. I haven’t done an intensive study on this but there are just some things that seem to rule out the possibilities of the US being involved.
I have to say that I’m not at all a partisan of Bush’s politics and all the shit he brought down on the world. I am Swiss I don’t truly trust the US Government, let alone the CIA, NSA and all the others playing in the dark, but I can’t accuse them of orchestrating the terrorist attacks of September 11th, 2001.
One person that I think has interesting thoughts about it is Jesse Ventura. Contrary to what his “opponents” say, he never said that he believed the US was involved. He just asked questions about it. And I’m not a former frogman so I don’t know anything about explosives and demolition (yet…), but it seems to me that his questions and arguments were perfectly reasonable. He talked about the US Government lying to its people (Gulf of Tonkin incident), preplaced explosives, that Special Forces were able to do the job and so forth…
But here’s where I think that all this doesn't add up.
If there were preplaced explosives in the buildings, wouldn’t the US Government have made it public and just blame Al Qaeda? I mean if you can Hijack four airliners and fly them into buildings you surely can “play the UPS guy”, like Ventura said, and blow the towers up from the inside. Or they could’ve paid ex-Spec Ops mercenaries to do it, especially with the money Al Qaeda has.
If the US was involved, or let’s just say that Al Qaeda didn’t act alone, how come no terrorist talked about it? Imagine what that would do to the USA, if someone inside Al Qaeda came up with the statement, or even a proof, that a Western power was involved, or even the Bush administration itself. That would be a disaster for the American people. I could even imagine an Iran-like uprising.
And isn’t that what the Islamist terrorists want? Bad things for the infidel and the Great Satan?
What I think is that this was just a huge failure, that the US intelligence services didn't do their jobs well.
But what I could imagine is that they let it happen. Some people, maybe high up in the Bush Administration, maybe not, just played dumb and let the terrorists do their work, so they could start this whole mess in the Middle East.
I'm really interested in all the theories but there are so many out there... You don't know where to start, and usually it's just the thoughts of some Alex Jones-type pseudo-rebel who just wants attention.
And this is the truly annoying thing about conspiracy theories. The will always stay - theories.
