Need help finding reference from show

I think that on one show last week one of the guests made a mention that Germany has recovered from the recession already. He also stated that part of the reason was that Germany has "local savings banks"? that work in their local areas to help businesses have the funding that they need when they need it.

Does anyone remember this interview and which day it was. I forgot to make a note of it.

What strikes me is that Germany seems to have a strong manufacturing sector and did not fall prey to the outsourcing mania that American corporations engaged in. Does this put the ie to the statement that American workers can't compete against workers in low wage countries? If Germany has maintained it's heavy industry than why can't America?

In case you are not interested in reading extensive articles, I could tell you some of my observations.

Germany has outsourced about as much as America. The reason why Germany still has a strong manufacturing sector is that most German companies have specialized in hi-tec and high quality products. There would be no way that Germany could compete with China and other Asian countries, when it comes to producing cheap, simple products.

He had some details about Germany wrong, for example the Betriebsrat is far from being the board of directors.
